The City of Burlington’s Storm Sewer Discharge Bylaw regulates all discharge into the municipal drainage system.
Before starting any dewatering works to the municipal drainage system, a landowner and contractor may need to get a permit for temporary construction dewatering and/or for permanent groundwater dewatering.

The Storm Sewer Discharge Permit application and supporting information (refer to application form) should be submitted to Development Engineering for assessment.
Before a permit can be issued, any required fee and security must be paid. E-transfers and EFT/Wire Payments are the only accepted methods of payment for Storm Sewer Discharge Permits. In-person payments will NOT be accepted at City Hall.
All Storm Sewer Discharge Permits expire after one year. Permits may be extended before their expiration date. Contact Development Engineering for permit renewal requirements.
If you have questions about a Storm Sewer Discharge Permit or application, please contact Development Engineering.
