The Appeals Committee hears appeals of Business Licence Decision Notices issued by the City under its Licensing By-laws. It also hear appeals of Property Standards Orders issued by the City under its Property Standards Bylaw.
Submitting an Appeal
If you have been served a Decision Notice or Order, you may wish to appeal. The Appeals Committee is a quasi-judicial body appointed by City Council to hear these appeals.
The Appeals Committee's role is to:
- Hear appeals against decisions issued by the City under the City’s Licensing By-laws. Decision Notices may refuse, revoke, suspend, or add conditions to a business license. The Appeals Committee will decide whether to confirm, modify or rescind the Decision Notice including whether to modify or apply conditions to the business licence.
- Hear appeals of Orders issued by the City under the City’s Property Standards By-law. Orders require the maintenance of repair of property, such as replacing a damaged roof. The Appeals Committee will decide whether to confirm, modify or rescind the Order and may extend the time for complying with the Order.
- The Appeals Committee hears appeals related to the following City By-laws:

| A completed Appeal Request must be submitted to the City Clerk on or before the last date to appeal located at the top of the Decision Notice or Order. |

The non-refundable appeal fee of $445 must be made when you submit your Appeal Request. Payment can be made:
- Online at accounting@burlington.ca by e-transfer or credit card
- By cheque or cash at the Licensing Counter, first floor, City Hall, 426 Brant St., Burlington ON
- By cheque payable to the City of Burlington mailed to City Hall, 426 Brant St., Burlington ON L7R 3Z6. Do not send cash in the mail.

What to expect at a hearing
- Attendees must abide by the Public Conduct Policy.
- All interactions must be polite and respectful. Attendees cannot engage in unreasonable or offensive conduct such as using insulting language or speaking disrespectfully.
- Appeals Committee hearings are open to the public. Agendas will be available on the City’s online meeting calendar
- All hearings will take place at:

- The parties to a hearing are the Appellant and the City. Each party will have the opportunity to present their case and call any witnesses.
- The Appeals Committee will make its decision after the hearing.
- If you require an interpreter at your hearing, bring someone with you who speaks your preferred language and English. Please contact the City Clerk at clerks@burlington.ca or 905-335-7777 if you require other accommodation. Not every request for accommodation will be granted. In considering a request for accommodation, various interests and rights will be considered, including the public’s interest in efficient and expeditious hearings.

Appeals Committee Decisions
- The Appeals Committee will usually give its decision in the presence of the public after deliberating at the conclusion of the hearing.
- A copy of the decision will be sent to the Appellant by email.

Complete this form to withdraw your appeal. A withdrawal ends the appeal process. When you withdraw your appeal, you will no longer have a hearing and the Business Licensing Decision Notice or Property Standards Order issued to you is in effect.
